Last October 25th, 3 members of the executive council from the canadian federation of transportation ( CFT ) were at the meeting of the canadian council of motor transport association (CCMTA) in Ottawa, in regards of differents issue concern transport industries in Canada.


We specially want to thanks the ARPQ, by giving us access to these meeting by yielding their own place to us. We couldn't got access to these major event if it wasn't from them.


First of all, what is the meeting of CCMTA ? This event is, in first, sharing information between the federal goverment, the province and other organisation. in second, this information sharing, is followed by a question period wich are essential to built those different law bill. These meeting are used to present every project active. Sometime, an organism can ask help from another to keep going.these event, serve to establishe rules for the industrie. This is an occasion to defend our position and share our though to better the industrie of transportaion.


One of the hot subject was about the legalization of marijuana. Every canadian province were agreed that a comercial truck driver shall never be under influence while on duty. At this day, only the province of Ontario to allowed police officer to test a comercial driver on the roadside interception.

It still needed to find a precise dispositif or a good testing method, wich will allow the officer to exactly known when the driver were under influence. The selected method will need to be able to detect more than just one substance, but for now, the method and the dispositif used in Canada are capable of analyzing only 4 substances. The different government level want to lower the cost for training the officer to obtain the proper training to test comercial driver. At this time, this king of training is only offered in Florida and Arizona. The government did not determine yet the way of testing for comercial truck driver driving in Canada, but according to the information given during this meeting, it will probably be a drug test in business, likely the same method already used according to the FMCSA drug testing act for foreigner and comercial driver that want to operate a comercial vehicle in US Ground.


The automatisation of transport also been a hot subject brang to this meeting.

The province of Ontario, master in testing new technology toward an automatisation of the industrie, recently tested in conjunction with the Michigan state, a system called platooning. With this partneship, Ontarion been able to put to the test that system troughout the Windsor/ Detroit and Sarnia/ Port Huron border several time, The province of Quebec, is the only other province interested by this technology.


We asked, how will they avoid an accident if something goes wrong ( i,e : bad weather condition, mechanical problem or even electronic trouble )?

The answer was, that before a test would take place on a fully automatized vehicle, an EIP would need to be established with manufacturer associated to the project also the local authority. Also, this vehicle will need to be fully equip with 360 degrees camera, sensor, radar alongside with hightech computer with AI ( artificial intelligent ), so we talk about pro activ system instead of reactiv system. A specialist present during the meeting about the automatized vehicle, told us that the chance of that vehicle be involve in an accident or leaving the route was approximativly near impossible, however, he admited that a risk of being hacked or hijacked to take hold onto the carryed good was still considered.

We also asked, what will become of driver position within the arrival of automatized vehicle ? Will the training be adapted ? they answered that an adaptation of traning would take place, work condition also comes gradually.

We learned that the Canada has signed an act in 1949, alongside with other country, that every vehicle must have a driver on-board. We'd raised the interrogation about who at fault in case of an accident, who got the civil responsability ? So they answered, the rules and bill are not written yet to determine who's involve and who's not, it is more case by case. But the specialist sitted beside us, said that a black box will be develloped to record and also send data recorded when these vehicle will be active.


Technically speaking, we speak of a lot of TB of data recorded and sent in continusely. To compare, a TB is equal to 1000 GB of data. The important quantity of data bring the task hard, but he reassures us by saying that they are develloping new technoly to face the situation.


For the ELD, the phase 2 of talks will take place only in 2018. Canada Transportation Ministry, estimate that the instalment of a law bill about the ELD will arrive late on 2019, however, we must stay calme, like most of law bill, it need to be talked in the parliament and this process can bring delay in regards to the deposite.


The province of Ontario, has started mandatory driving training for comercial vehicle such as buses, truck and semi's, it appear that Manitoba and Saskachewan would follow. We are trying to force the province of Quebec to put proper technic and training cours mandatory, other province hasn't shown any interest.


it has been a question of North American reciprocity over some laws, intelligent sharing between Canada and USA, in concern of infraction files. if a driver comitted an infraction here in Canada, US authorithy shall be informed. and vice versa.


New FMCSA rule, all canadian driver will need to prove the medical exam succefully passed under pain of punishment. The canadian compagny that would hire new driver will be forced to make them tested for drugs and abstrac search.


The province of Ontario, will implant dynamic weigh ( pre pass ) on some inspection station.


Canada and USA want to centralize the information about the positive drug and alchool test.

They also told that they are looking towards to allowed driver with diabetes, and who are permitted to drive in their origine country, to cross border as a comercial driver.


The FMCSA keep the right to disqualify drivers from delinquent behavior.

The canadian driver who move to US must transfert their drivers licence form Class 1 to A-Class. those will need to follow a training. Perhaps, those who would like to graduate to become buses driver, A-class Driver or B-Class or even hazmat will need to follow basic training.


The SAAQ ( Quebec Driver License Society ) talk of an possible tax exemption on fully eletric vehicle, in contrary of luxary vehicle as part of a zero emission bill 2013 to 2020. Also to encourage affordable production.


People who are deaf will now have access to a driver's license.

He is talking about a pan-Canadian reciprocity regarding electronic medical assessments.

There was talk of research and development of electronic driving licenses as well as registration and proof of insurance.


Finally, find a method of reciprocity of driving licenses internationally, regardless of whether countries have been signatories of the latest international convention or not.


There seems to be a great desire for reciprocity and North American and even international harmonization in some cases, although much work remains to be done


Our presence at these tables also allowed us to discuss and make contact with other associations and organizations that share the same vision as us.


We are confident that with these new contacts, the Canadian Federation of Transportation will be able to create a new partnership that will find more people interested in getting involved for a greater cause than the individual.
